Finland is a Nordic EU member with a strong tradition of digital public finance and wide adoption of Peppol. It mandates electronic billing between businesses and public bodies and encourages structured formats across private-sector exchanges. B2C e‑invoicing remains voluntary, with ongoing steps toward broader adoption under EU ViDA reforms.
